Position: Medical Doctor
Position Summary: Provides medical oversight and clinical guidance for withdrawal management services. Reviews medical protocols and supports safe care delivery. Works collaboratively with clinical and nursing staff without direct operational supervision. Provides consultation on complex medical cases. Supports alignment of medical practices with program goals.
Essential Job Functions:
· Directs patient care by providing medical leadership and oversight to ensure that all medical services meet the applicable standard of care
· Develops, approves, and regularly reviews the programs admission criteria and medical policies, procedures and protocols
· Determines and approves the credentialing and privileging requirements for physicians and advanced practice providers who serve the program and provides medical supervision consistent with scope of practice and regulatory standards Ensures daily medical coverage is in place to meet patient needs, including scheduled and on-call medical services, and is available on a regularly scheduled basis and otherwise on call.
· Reviews, approves, and maintains written medical protocols related to intoxication and withdrawal management, substance use disorder treatment, co-occurring biomedical, psychiatric, and cognitive conditions, and addiction medications, including medication-assisted treatment (MAT)
· Monitors the medical care delivered by physicians and advanced practice providers and oversees the quality, safety, and effectiveness of treatment delivered by the program to ensure compliance with applicable standards of care.
· Ensure that all duties are conducted by medical staff – duties may not be delegated to non-medical staff
· Medical decisions must not be influenced by fiscal considerations
· Be adequately trained to perform diagnosis of substance use disorders and establish “medical necessity” regarding the admission and continued participation of the participant receiving funding for the treatment of substance use disorders through Medi-Cal, by way of a DSM diagnosis, and thereafter in the form of a physician’s approval of or involvement in each participant’s plan of care, as evidenced by physician notations or signature in participant’s health record (chart)
· Be sufficiently trained in order to perform other medical duties, as required
· Review of the participant’s assessment (personal, medical and substance use history) obtained at time of intake and admission, within 30 days from the participant’s admission to treatment date
· Review documentation of the participant’s most recent physical examination, within 30 days of the participant’s admission to treatment date, or as soon thereafter as practical if there is difficulty obtaining the same from participant, and ensure that obtaining a physical examination is incorporated into treatment planning until such documentation is obtained
· Establish justification for continuing services beyond regulatory time limits (no sooner than 5 and no later than six months from the participant’s admission to treatment date)
· Prescribe medication, as appropriate, and perform medication monitoring, for a limited number of participants
· Must review and be familiar with the agency’s EOC (Environment plan)
· Perform other duties as assigned
Qualifications & Requirements:
· Active, unrestricted California medical license issued by the Medical Board of California or the Osteopathic Medical Board of California.
Current authority to prescribe medications in California, including a valid DEA registration for controlled substances, as applicable.
· Demonstrated competence in the diagnosis and treatment of substance use disorders, including co-occurring biomedical, psychiatric, and behavioral conditions.
· Ability to exercise medical leadership and judgment in overseeing medically necessary services within licensed substance use disorder treatment programs.
· Competence in the prescribing and monitoring of medications, including addiction medications and medication-assisted treatment (MAT), when applicable.
· Effective professional communication and documentation skills consistent with regulatory and clinical standards.
· Working knowledge of Title 22, DHCS, SAPC, and Medi-Cal requirements applicable to medical oversight and prescribing.
· Ability to ensure compliance with regulatory, contractual, and accreditation requirements and to provide oversight to physicians and advanced practice providers.
· Must pass a DOJ/FBI background check and maintain current CPR, First Aid, TB clearance, and physical exam.
· Must possess a valid California driver’s license, current auto insurance, and a clean driving record. Must be eligible under the agency’s DMV Pull Notice Program and able to operate an agency or personal vehicle for work-related travel, including client transport and inter-site duties.
Education Requirements:
· Doctor of Medicine (MD) degree from an accredited medical school required. Education must meet all requirements for medical licensure in the State of California.
Physical Demands and Working Environment:
· Work is performed in office and clinical consultation settings, both on-site and off-site, with responsibilities that may include program oversight and medical consultation.
· Frequent standing, sitting, and walking are required; occasional lifting of up to 10 pounds.
· The position may involve exposure to bloodborne pathogens and communicable diseases; adherence to universal precautions and applicable safety protocols is required.
· Duties may involve client crises, emotionally or behaviorally challenging situations, and occasional local travel between program sites.
· Must be able to respond effectively in high-pressure or urgent situations requiring medical judgment and leadership.

Supervision:
· Supervision: Works under the director of integrated care.
· Supervision Given: Provides medical oversight and supervision to physicians, advanced practice providers, and other medical staff serving the program, as assigned.

Pay: $66.33 - $180.66 per hour
